New River Area Plan Update
Statement from Supervisor Gates
Dear New River and Desert Hill Community Members,
During the past year, and even prior to taking office, the community has shared the need to update the 1999 New River Area Plan.
After speaking with so many of you over the past year and hearing a variety of ideas and concerns regarding elements of the current New River Area Plan, I agree with you and we now begin the process of reviewing the plan in its entirety with numerous opportunities for community input before supporting any amendments or an entirely new plan.
As we move forward with updating the Area Plan, know that the process takes time and nothing will be recommended or decided without ample involvement from the community. Also know that this process usually does not create unanimous agreement, and will require compromise and civil discourse throughout the discussion.
Many of you have worked diligently over the years to provide comments and suggestions. Thank you for your efforts and those will be incorporated in the discussions as we move forward. I look forward to working with the community on this effort.
What is an Area Plan?
Area Plans are small-scale plans that account for the unique conditions and needs of specific parts of the county. Maricopa County has 13 area plans that range in size and scope. Area plans include policies, a future land use map, and an implementation program. Although area plans address local needs, they nonetheless support and maintain consistency with Vision 2030, the countywide comprehensive plan and will be updated as necessary to reflect this support.
This plan will replace the 1999 New River Area Plan.
The project area is roughly bounded by Carefree Highway to the south, the Town of Cave Creek and the Tonto National Forest to the east, to the north and west by Yavapai County and at the southwest by the cities of Peoria and Phoenix.

This overview describes the tasks and type of outreach that take place during each phase of the project. As community meetings are scheduled, the topic, time and location will appear under the heading Upcoming Meetings shown below. Documents relating to the Plan Update will be posted under the Documents – FAQs, Background, Drafts heading below. This section will grow as information is developed throughout the life of the project and is a great place to begin learning about the existing New River Area Plan, and read about community feedback to date.
